Dear Interested Party,

The Cave Creek Ranger District of the Tonto National Forest is seeking comments on an improvement proposal in the Needle Rock Recreation Area. The project area is located northeast of Scottsdale along the Verde River and encompasses approximately 2,250 acres. This cover letter briefly describes background information for this project and explains how the public can best prepare comments to help us develop better environmental analyses and project decisions.

Proposed activities would be authorized under an Environmental Assessment (EA) which will be prepared to disclose the direct, indirect, and cumulative impacts of this proposal.
The Cave Creek Ranger District is providing a 30-day comment period for the public to submit comments for this project. Please share any specific concerns and/or alternatives that you feel need to be considered within the context of this proposed action. Make your comments as concise as you can and address the proposed action specifically. The information you provide will help in the development of alternatives that will address issues identified for this action. The alternatives, along with the analyses and effects, will be documented in the EA.

The purpose of this environmental assessment is to document existing conditions in the Needle Rock area and the expected effects of the improvement project and how this action will contribute to the desired condition. The desired condition includes a well defined carrying capacity and a reduction of dust, litter, noise, and resource damage.

The need for this project is to meet management objectives outlined in the Tonto National Forest Plan. These objectives include a quality recreation experience with an emphasis on water oriented developed and dispersed recreation while protecting resources and public health and safety.

The proposed development would include new restrooms, dumpster pads, gates, barriers, parking areas, tables, grills, and road improvements in the Needle Rock area. See attached map for details. The proposed developments are day use only and do not include overnight camping opportunities.

To comment on this project proposal, written, facsimile, hand-delivered, and electronic formats will be accepted. Comments received in response to this solicitation, including names and addresses of those who comment, will be considered part of the public record of this analysis and will be included in the final project record. Pursuant to 7 CFR 1.27 (d), any person may request the agency to withhold a submission from the public record by showing how the Freedom of Information Act (FOIA) permits such confidentiality.

If you do not have comments at this time, but would like to be informed of this analysis as it progresses, please let us know. Those who do not respond to this request will be removed from future mailings regarding this project.
