Special Note from a friend in Flagstaff Arizona:

HORSES DO NOT HAVE TO BE VACCINATED BY A VET IN ARIZONA.

Many horse owners here were relieved to hear this, and have ordered their own vaccines, from several reputable companies who have websites, at a cost that is a fraction of what the vets were charging, just to pick up the vaccine in their offices. In tough economic times, this makes a huge difference! (the vaccine cost under $6. per horse, plus shipping-we had several people order together & split the shipping cost)
For example, I ordered vaccines for all 4 of my horses, at a cost of under $25. with shipping. The vaccines were shipped the same day & arrived within two days, still cool, as they were shipped in a thick styrofoam container, with extra ice packs (at my request, at no extra charge). Mind you, they took two days because they came through Phoenix.

Please help out struggling horse owners and let them know that they CAN order these vaccines & administer them legally, themselves...it's a muscle shot in the neck, just like many other vaccines. And, if they are concerned about adverse reactions with these or any other vaccine, vitamin C can be given 2-3 days prior to & after the shot & it will reduce this side effect. (For a 1000 lb horse, you would take about 12-14 500 mg chewable tablets of Vit C, crush them up well, and add them to a snack sized container of applesauce, and your horses will gobble it up). The vitamin C helps boost the immune system, and helps with many other ailments as well, such as colic, snake bites, strangles, surgeries, etc. I have personally used this approach and it works like a charm! Glad to hear this now if MO would allow us to then the threat of rabies would be extremely minimized.
The only reason I have heard that you can't and vets have to is verifying the owner actually gave it ie court cases that involved animals attacking someone.

For horses it should be allowed to be given by owners, dogs and cats I can understand.
