1) Ma’am I am very active in the equine area in the hole valley and your proposal that is here is one of the most absurd things I have ever read. Can you please explain why you feel that this new zoning is appropriate. I am sure that there is a logical explanation for this bill, all I would like is to know why. 3) Darren, my family agrees that the proposed amendment regarding horse use in the county is excessive. Please do not go forward with this.

4) Mr. Bak,
After years of dealing with unenforced violations relating to horse boarding, training, lessons and events in our neighborhood; it baffles me as to why your Department would initiate such a text Amendment.
I am opposed to such activities being able to be continued in our area without a Special Use Permit.
After reading the TA in full, I am thinking the greatest obstacle is in it's wording. If you were to change the items to read "non-income producing" boarding or events, then it would be fine. We do not want to deny people their right to have horses and enjoy them, we just want to be able to enjoy our properties too.
Bringing commercial allowances into rural neighborhoods is irresponsible and short-sighted. There have been no studies as to the future impact of this.
Please, let's all work together to carefully reword this TA and construct something that is mutually beneficial to the horse owners and the neighborhoods.

Unfortunately, I misrepresented my intentions in an email to you yesterday.
To correct myself, I am OPPOSED to amendment TA-2008-006. I believe property owners should be required to obtain Special Use Permits for any type of commercial activity.
I don't want horse shows, rodeos and the noise, dust and traffic that comes with these activities which will result if this amendment is ALLOWED to pass.
Please vote No on passage of this Maricopa county amendment.

I have 7 horses and know the dust and noise that comes with it. A use permit should always be involved as to control the situation.

11) I am against this Text Amendment as it is currently written, and several of my area homeowner and horse owner clients have also expressed their strong opposition to it as well. It would be very detrimental to the peaceful enjoyment of our rural residential neighborhoods because of the problems it would create.
Please consider the flies and dust that it would add to our area. I love having my own horses and the fly and manure management that I have to do continuously is not often practiced in our area. Many horse owners allow the manure to collect, and I feel allowing homeowners to board several horses for financial gain will encourage many to do so, and our area will become unhealthy and unenjoyable. I am all for residents being able to keep their family horses, but there is definitely a limit to how many horses an acre property can handle.
In addition allowing numerous horses per acre will tax our already stressed water table because of the copious amounts of water they need to drink. Also, the manure runoff that would occur during rains would be an environmental hazard.
Furthermore, As a Realtor in the area I view many properties with potential buyers who want the classic Arizona horseman lifestyle. Nevertheless the properties which have neighboring horse owners who do not practice good horse keeping are almost impossible to sell. I feel that this text amendment will negatively affect property values at a time that we need our values stabilized.
I do believe that the few who want to responsibly board additional horses in their backyard should be encouraged to approach the board on a case by case basis, but I definitely do not believe it should be allowed to everyone.
Please please reconsider the detrimental effects this text amendment would have, and do not allow it to pass. Thank you.
