To whom it may concern:

I write today to urge you to adopt the proposed text amendment that would permit the limited use of private property in Rural zoning districts when an accessory to a single family residence for the boarding of up to five horses and for non-commercial activities such as but not limited to horseback riding lessons, roping practices, etc.

In today's economic times it is important for people to have the freedom to utilize their property in anyway necessary to make life easier. The boarding of horses for friends on one's property can help offset the cost of boarding one's own horse. The ability to congregate on one's property to engage in equestrian activities fosters a sense of community, keeps children out of trouble by giving them constructive activity, and limits the costs associated with having to travel by truck and trailer to use and enjoy their animals.

Further, adoption of this text amendment will help to preserve the heritage of American Horsemanship that has been a bedrock of our Western culture for generations, by making access to equine activities easier and more affordable for our children and neighbors.

It is for these reasons and many more that it is especially important to adopt this proposed amendment and permit these types of uses.

I have heard the opposition's concerns, but the continued requirement of special or temporary use permits for these types of activities does not necessarily limit them, but simply imposes on law abiding citizens greater burdens (both in terms of time and money). Concerns over unchecked traffic generated by continued "commercial" use are unfounded and alarmist.

Thank you for your dedication to our county and your community. I know our fellow citizens of Maricopa County appreciate your support for this amendment in tomorrow's meeting, as it is the right thing to do.

By now I am sure that you have read and heard the statements from the proponents and the opponents to TA2008006, so I will not waste your time with redundancies.

I am a resident of Rio Verde Foothills, and very interested in this issue. Since I am unable to attend the July 23rd meeting, this email is to register MY SUPPORT OF TA2008006 in its original form as presented on February 26,2009…for which the staff recommended approval to the Commission.

4) I am a county property owner out in Rio Verde I just wanted to express my support in the verbiage and clarifications used in this new revised description of people and the uses of their horses.

5) I want to commend the Planning Commission for addressing this longstanding and sometimes contentious issue. I would like to lend my voice to the hundreds of other horsemen in rural areas who support this common sense proposal. The economic climate for the horse industry has been very difficult over the past few years. Small scale breeding operations as well as ranches that wish to conduct small educational programs have been held back from much needed additional income because of the expense of applying for a special use permit that is made to control large commercial operations. Enormous amounts of time and county manpower are devoted to investigating complaints by stables that have and economic interest in the status quo. I feel that as long as all basic permit requirements are met this is a reasonable approach to solving what is, in some areas, a very divisive issue and can supply some much needed support for people who are just trying to keep their head above water. Again, thank you for dealing with this issue.
I truly believe that, if approved, this proposal can add to the overall ecomonic well being of the rural areas and cut administative costs for the county by reducing the need to continually investigate small operations for small infractions. Finally, I think the environmental effect of this change is minimal. The types of ranches that are affected by this proposal already have horses on site and should be well aware of the environmental issues that impact our neighbors such as dust and flies. While I cannot attend the meeting in person, I look forward to hearing that the needs of the horse owners and small breeders are being met through this positive and common sense approach to a difficult issue.

6) Glenn, In reference to the text amendment TA2008006 on the July 23 Planning and Zoning Commission meeting agenda, the New River-Desert Hills Community Association has a quorum for the following: Recommendation: Other than recommending the number for people allowed at activities should be more than 24 (up to 50 is preferred), NR/DHCA recommends approval of this amendment. Riding, training, watching, and maintaining equines along with the passing on of knowledge, recreating, and enjoying the ownership of equines are all part of our area’s rural lifestyle.

We appreciate the efforts you have made to keep us informed.

Please also refer to the attached do***ent from the consultant as the board agrees with the analysis and covers a little more than the above recommendation.
